Park Ridge police set national benchmark for justice training

The Park Ridge Police Department announced Friday that it is the first police department nationally to have all officers trained in U.S. Department of Justice procedural justice training.

In effort to improve police-community relations and increase public trust, all Park Ridge police officers attended DOJ Office of Community Oriented Policing Services training on procedural justice in March and April. Training topics included procedural justice for law enforcement agencies, organizational change through decision making and policy for supervisors and procedural justice for law enforcement, and front-line officer for line officers.

These trainings were sponsored in partnership with the Center for Public Safety and Justice at the University of Illinois at Chicago.

The Park Ridge Police Department said the goal of the training was to promote positive organizational change, uphold police legitimacy in the community and enhance officer safety.

Originally developed by CPSJ and the Advanced Training Unit in King County, Washington, these curricula introduce officers to the four key pillars of procedural justice: fairness in processes, transparency in actions, opportunity for voice and impartiality in decision making. Additionally, the training provides practical steps for application throughout the department, in both internal and external processes.

This is the inaugural delivery of the revised line officer curriculum nationally, making the Park Ridge Police Department the first department to have all officers trained in the official USDOJ COPS Office procedural justice training series. Park Ridge supervisors were trained last month, followed by officers.

Recently endorsed by the President’s Task Force on 21st Century Policing and long-embraced by the COPS Office, the philosophy of procedural justice aims at the core of a law enforcement organization’s culture and provides a structure for positive organizational transformation. Research indicates that efforts to ensure a procedurally just environment within the organization helps officers embrace these same principles as they interact with the public.

In the light of national events, the Park Ridge Police Department said it is dedicated to identifying and implementing best practices in law enforcement that strengthen trust among its officers and the community.

Plainfield officer saves man from opiate overdose

Officer Luke Ostreko, a 9-year officer with Plainfield, was dispatched to a residence in the 16300 block of South  Arbor Drive at 4:06 p.m. April 12.

Ostreko, who recently completed his Narcan training, arrived on scene to find an unresponsive 24-year-old male.

A relative told Ostreko the victim had taken several prescription medications, and after evaluating the victim, Ostreko administered the Narcan.

Additional first aid was provided to the victim, and he was transported to a nearby hospital where he is expected to make a full recover.

The Plainfield Police Department, with the Plainfield Fire Protection District and the Will County Executive’s Office, began training every officer last month in administering naloxone, or Narcan, which is used for reversing heroin and prescription opiate overdoses. All officers trained in the administration of Narcan was also provided the necessary equipment and supplies.

Ostreko’s use of Narcan marks the first time a Plainfield police officer has administered it in an overdose situation.

Plainfield girl dies in ATV accident

A 9-year-old Plainfield resident died Tuesday evening following an accident involving an all-terrain vehicle.

The Plainfield Police Department said the accident occurred at approximately 6:55 p.m. April 19 on Ridge Road, between 135th Street and Plainfield Road. When officers arrived to the area, they observed the ATV in the grass west of Ridge Road and south of a rock-lined culvert.

Police said Alexis Richardson was severely injured and not breathing. The officers administered CPR until paramedics arrived on scene and the victim was airlifted to to Loyola Hospital, where she later died as a result of her injury.

An adult male was conscious and breathing as officers arrived, despite being severely injured. He was transported to Copley hospital.

The department said its preliminary investigation indicated that the ATV traveled southbound on the asphalt path along Ridge Road then continued south through the grass, where it entered the culvert, subsequently lost control and crashed. The accident remains under investigation

Joint investigation targets heroin trafficking in Joliet area

Joliet police, in conjunction with other regional law enforcement, arrested four men they say were involved in a major heroin distribution operation throughout the Joliet area.

Maceo Johnson, 35, Gerry A. Shannon, 36, and Justin R. Rainey, 33, were arrested April 19, as part of a five month joint investigation by the Joliet Police Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Joliet Metropolitan Area Narcotics Squad.

“We will continue to work diligently with our law enforcement partners, both local and federal, to target the drug dealers who are contributing to the heroin epidemic that is plaguing our community,” Joliet Police Chief Brian Benton said in a news release announcing the arrests.

All three men were arrested on Will County criminal complaint warrants for calculated criminal conspiracy and unlawful delivery of a controlled substance.

Johnson, of the 700 block of Oneida in Joliet, was taken into custody in Chicago by ATF agents. Police said he was in possession of $938 and a number of pills believed to be Xanax and ecstasy. His bond was set at $6 million.

Shannon, of the 200 block of North Center Street in Joliet, was arrested by MANS and ATF agents in Joliet. Police said he was in possession of $1,150 and approximately 26.25 grams of a substance believed to be heroin. Shannon’s bond was set at $3 million.

Rainey, 1000 block of Ronald Drive in Joliet, was taken into custody by Joliet police while being released from the Will County Adult Detention Facility on an unrelated charge. His bond was set at $3 million.

Once the subjects were in custody, officers and agents conducted a second phase of the investigation, which included serving several search warrants at the suspects’ residences.

Additionally, police arrested Nathaniel Shannon, 33, while serving a search warrant at a residence in the 200 block of North Center Street in Joliet. He was charged for unlawful possession of controlled substance and unlawful possession of cannabis with intent to deliver. Police also recovered $8,385 and small quantities of heroin, cocaine and cannabis.

While serving a search warrant at a residence in the 700 block of Oneida, police said they recovered approximately 288.5 grams of heroin, $355 and a 2015 Chevy Camaro.

Police also seized a 2015 Cadillac Escalade, 2009 Chevrolet Tahoe and 2015 GMC Terrain during a search of a residence in the 3900 block of Mohican Court.

“Joliet MANS will continue to work with other narcotics enforcement agencies as well as treatment and prevention programs to interdict as much heroin as we can before it destroys the lives of the residents of our community,” Joliet MANS Director Mike Weber said.

As part of a third phase of the operation, Joliet police, along with ATF and MANS agents, targeted drug purchasers during a role-reversal sting operation at a motel in the 1700 block of McDonough Street. Police said 12 suspected buyers were identified, 10 vehicles were towed pending seizure review and a quantity of U.S. currency was recovered. Potential charges will be reviewed for the individuals involved.

Plainfield police identify second motorcyclist from fatal 2015 crash

On April 28, 2015, a pedestrian and a motorcyclist were killed in a crash on Route 59 and Lockport Street.

The man driving the motorcycle, Sean Fitzpatrick, 27, of Plainfield, died of his injuries and pedestrian Randy Lambert, 56, of Plainfield, was pronounced dead on the scene.  After a lengthy identification, police have now identified a second motorcyclist they say was involved in the accident. The case has been forward to the Will County State’s Attorney’s office for review.

Michael A. Bushar, 30, of Shorewood, has been charged with a Class A misdemeanor of driving 35 mph or more in excess of the applicable limit, Class A misdemeanor of reckless driving, operation of uninsured motor vehicle and violation of driver’s license classification.

Plainfield police Sgt. Mike Fisher said that in the very early stages of the investigation, witnesses indicated seeing and hearing more than one motorcyclist.

“Based on these accounts investigators developed leads that directed them to the suspect,” he added.

Plainfield home targeted twice in drive-by shootings

The Plainfield Police Department responded to two drive-by shootings in the last week.

The first took place April 18 at 6 a.m. in the 23000 block of Arbor Creek Drive.

Upon arrival, officers determined that a vehicle had driven past the residence and an unknown subject inside the vehicle fired between two and three shots at the home. Police said the suspected vehicle is a silver Mitsubishi Endeavor SUV. 

The second drive-by shooting took place at the same residence in the 23000 block of Arbor Creek April 24 at 6:25 a.m. Officers determined that a different vehicle had driven by the residence and another unknown subject inside this vehicle fired 2-3 shots, again striking the residence. The suspected vehicle in this incident is described as a white Chevrolet Equinox

The Plainfield Police Department Investigations Division is currently investigating both shootings. Police are asking anyone with information regarding this incident to contact Detective Dino Dabezic at 815-439-7652.

Jelisa Williams, 26, 1636 Boulder Ridge Drive, was arrested at 7:19 a.m. April 22 at Rockhurst Road and Route 53 for speeding, no valid registration, driving on a suspended license and an in-state warrant.

Brandon Kines, 19, 325 Ottawa Drive, was arrested at 8:29 p.m. April 22 in the 300 block of North Schmidt for an in-state warrant.

Diego Villalpando-Gonzalez, 29, 339 Kirkwood Circle, was arrested at 3:59 p.m. April 22 for possession of cannabis and an in-state warrant.

Jorge Diaz, 30, 137 Malibu Drive, was arrested at 7:42 a.m. April 22 at Frontage Road and Bolingbrook Drive for two in-state warrants.

Joseph Domko, 47, 120 Mellbrook Road, was arrested at 9:22 p.m. April 22 at Route 53 and Briarcliff for driving too fast for conditions, no insurance and two counts of DUI.

Darnell Lee, 38, 511 Morgan Ave., Joliet, was arrested at 10:08 a.m. April 23 at Speedway, 447 S. Bolingbrook Drive, for criminal trespassing.

Christina Arrigo, 29, 555 Norman Road, was arrested at 7:11 p.m. April 23 in the 300 block of Briarcliff for improper turn at intersection and hit and run.

Arturo Beltran, 19, 351 Gehrig Circle, was arrested at 4:55 p.m. April 23 on Beaconridge Drive for two in-state warrants.

Herbert Hugger, 20, 136 Montgomery Drive, was arrested at 7:47 p.m. April 24 for an in-state warrant.

Dustin Peterson, 31, 100 Northfield Ave., Normal, was arrested at 11:58 p.m. April 25 at Interstate 55 and Route 53 for possession of controlled substance and possession of drug equipment.

Jason Tshulos, 18, 623 86th Place, was arrested at 12:24 p.m. April 25 at Meijer, 755 E. Boughton, for retail theft.

Krystal Sanders, 38, 436 Bluebird Lane, was arrested at 8:42 p.m. April 26 for an in-state warrant.

Antonio Valencia-Marcos, 33, 505 Preston Drive, was arrested at 8:32 p.m. April 26 at Seabury Road and Vernon Drive for no valid driver’s license, traffic sign violation and an in-state warrant.

Nicole Hills, 19, 197 S. Palmer Drive, was arrested at 2:43 p.m. April 26 in the 200 block of West South Frontage Road for two in-state warrants.

Douglas Fagan Jr., 20, 447 Yorkshire Square, was arrested at 2:43 p.m. April 26 in the 200 block of West South Frontage Road for an in-state warrant.

Ricard Romeo-Esclante, 23, 100 N. Cranberry Drive, was arrested at 8:53 a.m. April 26 at the residence for an in-state warrant.

Darnell Lee, 38, 901 Summit Ave., Joliet, was arrested at 9:16 p.m. April 26 in the 400 block of West Boughton for criminal trespassing.

Dashion Jones, 20, 154 S. Orchard Drive, was arrested at 1:45 p.m. April 26 at the residence for domestic battery.

Jarret Troy, 32, 4729 Prince St., Downers Grove, was arrested at 11:05 a.m. April 27 in the 300 block of West Briarcliff for an in-state warrant, DUI, improper lane usage, a moving violation and no insurance.

Romeoville

Shannon McKinney, 43, 916 Harvard Court, Romeoville, was arrested at 10:41 a.m. April 19 in the 900 block of Harvard for battery and theft.

Erik Angeles, 30, 21238 W. Covington Drive, Plainfield, was arrested at 2:50 p.m. April 20 at Crossroads and Theodore for no valid driver’s license and speeding.

Juan Giron Arroyo Carlos, 45, 162 Fairfield Drive, Romeoville, was arrested at 4:14 p.m. April 20 at Taylor and Weber roads for no valid driver’s license and use of cellphone.

Benjamin Saldivar, 19, 5N336 Cuyahoga Terrace, Bartlett, was arrested at 7:21 p.m. April 21 in the 400 block of South Weber for retail theft.

Eduardo Castaneda, 37, 231 McKool, Romeoville, was arrested at 4:07 p.m. April 22 at Naperville Drive and Honeytree for driving while license suspended and illegal use of cellphone.
