Bond at $750,000 for homeless man charged with sex assault near Prairie Path in Wheaton

DuPage County State’s Attorney Robert Berlin and Wheaton Chief of Police James Volpe announced May 21 that bond has been set for a homeless man accused of sexually assaulting a woman near the Illinois Prairie Path in Wheaton. Robert Davidson, 38, appeared in Bond Court last week where Judge Robert Miller set bond at $750,000. Davidson is facing one count of Criminal Sexual Assault, a Class 1 Felony.

On May 18, at approximately 12:30 a.m., the Wheaton Police Department was notified of someone screaming for help near the PADS Shelter in Wheaton. Upon their arrival, officers found the victim with dirt on her face and scratches and cuts to her upper body. It is alleged that at approximately 12:30 that night, Davidson approached the woman near the Prairie Path and demanded sex from her. It is further alleged that when she declined, Davidson dragged her into a wooded area by her hair and sexually assaulted her. It is further alleged that following the assault, Davidson fled.

An investigation by the Wheaton Police Department led to Davidson who was arrested and taken into custody without incident on May 20.

“Sexual assaults are degrading and among the most invasive crimes a victim can endure,” Berlin said. “Physically and emotionally, the damage caused by a sex crime can fester, leaving victims to suffer not only at the time of the assault but possibly for years to come. I would like to commend the Wheaton Police Department for their outstanding work in identifying Mr. Davidson as a suspect in this case. I would also like to thank Assistant State’s Attorney Tom Minser for his efforts in preparing a strong case against this defendant.”

“This is another example of exceptional teamwork and cooperation between Wheaton patrol officers, investigators, forensics and DuPage prosecutors,” Volpe said. “In a matter of just a few days after this horrific crime was committed, the alleged offender, Robert Davidson, is in custody with a formidable bond set. Wheaton Detectives Stelmar and Johnson deserve special praise for their relentless investigation into this crime over the past three days.”

Davidson’s next court appearance is scheduled for June 15.

Downers Grove man sentenced to 8 years for criminal sexual assault

Jared Wissmiller

DuPage County State’s Attorney Robert Berlin announced June 20 that a former teacher and coach at Lake Park High School in Roselle was sentenced to eight years in the Illinois Department of Corrections for having inappropriate sexual contact with a minor female student. Jared Wissmiller, 28, of Downers Grove, entered an agreed plea of guilty this morning to one count of Criminal Sexual Assault, a Class 1 Felony. Wissmiller has been in custody at the DuPage County Jail since turning himself in on May 31, 2017 on a $75,000 full cash bond.

Today’s sentencing is the result of allegations that Wissmiller, who, according to the indictment, “held, as a high school teacher and coach, … a position of trust, authority, or supervision in relation to” the victim engaged in inappropriate sexual behavior with the minor. An investigation led by the DuPage County Children’s Center into the allegations revealed that Wissmiller engaged in inappropriate sexual behavior with his victim from June 1, 2016, through September 2016.

“This morning, Jared Wissmiller admitted that he used his position as a teacher to take advantage of a young girl solely to satisfy his sick sexual desires,” Berlin said. “Today’s sentence of eight years behind bars and a lifetime registration as a sex offender will ensure that Mr. Wissmiller will be unable to prey upon unsuspecting, innocent students for the rest of his life. I would like to thank the DuPage County Children’s Center, particularly Investigator Cathy Hundley, who did an outstanding job in uncovering the truth in this very disturbing case. I would also like to thank Assistant State’s Attorneys Mike Pawl and Jennifer Lindt for their efforts in holding Mr. Wissmiller responsible for his behavior.”

Wissmiller will be required to serve 85 percent of his sentence before being eligible for parole. He will also be required to register as a sex offender for life.

Park Ridge Police arrested David Jilwaya, 44, of Des Plaines, on June 12 while investigating a disturbance in the Landings Shopping Center Parking lot at 2606 E. Dempster St. in Park Ridge .

Park Ridge and Des Plaines Police responded to a disturbance call at approximately 8:30 a.m. in the parking lot. When police arrived Jilwaya fled from the scene in a gray SUV. Officers on scene spoke to the victim and witnesses, who told police that Jilwaya, the owner of a towing service, had a dispute with the victim, one of his employees, a 21-year-old male. The dispute escalated from a verbal to a physical altercation. When Jilwaya fell to the ground during the fight, he pulled out a handgun and fired a single shot at the victim as the victim ran from Jilwaya. The bullet did not strike the victim, or any innocent bystanders.

While police were on scene conducting the investigation, Jilwaya returned and aggressively approached the victim, threatening to kill the victim and using racial slurs. Jilwaya disregarded the orders given by officers and had to be forcibly taken into custody. Police recovered a spent .380 caliber shell casing in the parking lot and a Glock .380 caliber semi-automatic handgun from Jilwaya’s vehicle. Jilwaya has an Illinois concealed carry permit.

Jilwaya is charged with one count of attempted first degree murder.

Niles police offers tips on preventing auto burglaries

In a two-day period from June 11 to 12, the Village of Niles experienced eight car burglaries during the overnight hours on both dates. The burglars appeared to target unlocked vehicles with valuables inside. In one instance a vehicle was stolen because the vehicle was unlocked and a key fob was left inside. The burglaries to autos are predominantly happening in the late overnight hours after 2 a.m. It also appears that these thefts are not isolated to the Village of Niles. They have affected the surrounding communities as well.

The Niles Police Department has several suggestions to help reduce your risk to being a victim of auto burglary.

  • Do not leave valuable items visible in your car.
  • Close all windows and lock all doors before leaving your vehicle.
  • Park in well-lighted areas.
  • Trust your instincts. If something doesn’t feel right, find another place to park.
  • Avoid parking next to occupied vehicles.
  • Be aware of your surroundings.
  • Do not leave garage door openers in parked vehicles.
  • Don’t think your dark tinted windows will hide your valuables. Thieves often use flashlights to see through tint.

If you see any suspicious activity or individuals, please contact the Niles Police Department immediately when you feel safe to do so by dialing 9-1-1 or 847-588-6500.

Locations of incidents:

The family released a statement Saturday that reads:

“We are devastated by the loss of our father, Leo Belogur, under such horrific circumstances. He immigrated to this country in the late 1980s and worked tirelessly to provide for his family. Leo was a wonderful father to 3 kids and a grandfather to 7 children. He will be incredibly missed and we are now asking for the public’s help to please report anything they may have seen or know in regard to this incident. If you see any vehicle with significant windshield or front end damage please report it to the Morton Grove PD at (847) 470-5200. We are offering a $10k reward for any information leading to an arrest and conviction of the people/parties responsible.”
