Information on recent arrests is provided by the Joliet Police Department. Persons charged with a crime are presumed innocent until proven guilty in court.

Jorge L. Martinez, 18, of the 200 block of North Center Street, was arrested Feb. 18 in the 300 block of North Bluff Street on charges of reckless driving and aggravated fleeing from police.

Lisa D. Robinson-Deer, 49, of the 1300 block of Val Verde Court, was arrested Feb. 19 at that location on a charge of aggravated domestic battery.

Deyona Tucker, 27, of the 4000 block of West Gladys Avenue in Chicago, was arrested Feb. 20 in the 2400 block of West Jefferson Street on charges of identity theft and possession of altered credit cards.

Taeveonn D. Banks, 19, of the 2100 block of Brayton Place, was arrested Feb. 20 at that location on charges of possession of drugs with intent to deliver and possession of cannabis with intent to deliver.

Jose L. Vela, 39, of the 900 block of Pearson Drive, was arrested Feb. 20 at that location on charges of domestic battery and endangering the life or health of a child.

McKhail D. Foster, 28, of the 7000 block of Atkinson Circle, was arrested Feb. 20 at that location on charges of domestic battery and aggravated assault.

Terrence E. Lee Jr., 24, of the 0 to 100 block of O’Neill Street, was arrested Feb. 20 at Washington and Richards streets on a charge of drug possession.

Myles L. Jones, 21, of the 15200 block of Woodlawn Avenue in Dolton, was arrested Feb. 20 at Chicago Street and Interstate 80 on charges of aggravated unlawful use of a weapon, unauthorized possession of a firearm by a gang member and unauthorized possession of ammunition.


$5 million arrest warrant issued Joseph Kucharski, 51, for hitting DGN junior Elizabeth Dunalp

DuPage County State’s Attorney Robert Berlin and Downers Grove Chief of Police Shanon Gillette announced today that a $5 million arrest warrant has been issued for Joseph Kucharski, 51 (d.o.b. 8/9/1967) with a last known address in Naperville.

On February 19, 2019, at approximately 10:55 A.M. the Downers Grove Police Department responded to a report of a person struck by a vehicle in the intersection of Main and Grant Streets. The preliminary investigation indicates that Elizabeth Dunlap, a 17-year-old junior at Downers Grove North High School, was crossing Main St. within the marked crosswalk, in conjunction with the “Walk” signal, when she was struck by a vehicle traveling southbound. The driver of the vehicle, Joseph Kucharski, allegedly crossed into the oncoming lanes and entered the intersection at Grant Street on a red light. Elizabeth Dunlap suffered life-threatening injuries and remains in critical care as a result of being struck. This incident remains under investigation. The Downers Grove Police Department is working closely with the Dunlap family and DuPage County State’s Attorney’s Office.

Kucharski is expected to appear at a bond hearing on Monday, February 25, 2019. A joint announcement will be issued following Mr. Kucharski’s appearance in court. He is presently in custody.

Kucharski has been charged with one count of Felony Aggravated DUI-Alcohol/Drugs and one count of Felony Reckless Driving. Anyone with additional information is asked to please contact the Downers Grove Police Department at (630) 434-5600.

Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt.  A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

Joliet man with violent history arrested

A Joliet man with a history of violence has been arrested again.

Arsenio K. Peachey, 29, was taken into custody March 4 at his residence in the 1000 block of Lois Place on charges of aggravated domestic battery and domestic battery from separate incidents.

According to reports, officers were called after Peachey choked his girlfriend during an argument in their apartment complex. Peachey was also wanted for allegedly striking the same woman last month at a restaurant on Larkin Avenue.

Court records show the victim had obtained an order of protection against Peachey in 2015, but did not seek to have it extended.

Peachey was the subject of another domestic violence arrest last January after he was accused of choking another girlfriend at an apartment in the 300 block of North Bluff Street. An order of protection was also issued to that victim, but no one appeared in court for an extension.

Court records show Peachey also has a pending criminal trespassing case from December after visiting a public housing complex in the 300 block of North Broadway without authorization.

Peachey spent most of 2018 in the Will County jail after being arrested on charges of being an armed habitual criminal, possession of a firearm by a felon and defacing the identifying markings of a firearm. He was found not guilty in a bench trial last year.

In June 2015, Peachey, who police have identified as a street gang member, was arrested after a traffic stop in the 300 block of Lime Street where police found a loaded black semi-automatic handgun inside his car. After serving jail time, Peachey was initially given two years probation, but was later re-sentenced to 18 months in prison following the domestic incident.

Peachey’s prison sentence also followed his testimony in the murder trial of Christopher Thompson, who fatally shot Gerardo Franchini on Aug. 3, 2013 in Louis’ Family Restaurant on Jefferson Street. Peachey, one of dozens of people inside the restaurant, gave a recorded interview to Joliet detectives identifying Thompson as the shooter – but was unable to recall doing so during the trial two-and-half years later.

Testimony showed before the trial Thompson called Peachey “a snitch” to other inmates while both men were in the jail. Thompson, who’d had an ongoing feud with the victim, was found guilty and sentenced to life in prison.

Christopher L. Jackson, 28, of the 1100 block of North Center Street, was arrested March 8 in the 1000 block of Cora Street on charges of aggravated unlawful use of a weapon, unauthorized possession of a firearm by a felon, unauthorized possession of ammunition and resisting arrest.

Tyler Welch, 20, of the 4500 block of South Indiana Avenue in Chicago, was arrested March 9 in the 3300 block of Mall Loop Drive on a charge of retail theft.

Samuel Howell, 58, homeless, was arrested March 9 in the 200 block of Cass Street on a charge of theft.

Otoniel Leon-Parra, 45, of the 1100 block of Draper Avenue, was arrested March 9 at Francis Street and Lloyds Avenue on a charge of possession of a controlled substance.

Patrick K. Beck, 28, of the 300 block of North Bluff Street, was arrested March 10 in the first block of East Clinton Street on a charge of unlawful use of a weapon by a felon.

David J. Plopsky, 19, of the 15200 block of Poplar Creek Lane in Orland Park, was arrested March 10 in the 2500 block of Highland Park Drive on charges of aggravated battery and criminal damage to property.

Andrew G. Seat, 33, of the 7300 block of North Claremont Avenue in Chicago, was arrested March 12 in the 1800 block of McDonough Street on a charge of aggravated domestic battery.

 

Two dead after officer involved shooting

Two people are dead after a domestic dispute turned into an armed confrontation with Joliet Police on May 27.
At 4:10 a.m. a witness in the 1200 block of Justice Lake Drive called 911 to report a physical fight between Nakia Smith, 44, and Kimiki Truss, 43, according to reports. Officers arrived to find the couple’s residence on fire.
“Entry was made into the residence, and officers were confronted with a hostage situation,” Will County Sheriff Deputy Chief Dan Jungles said in a statement. “The offender was armed with a handgun, and officers were fired upon by the offender.”
Smith was then shot by Joliet officers and later pronounced dead at the scene. Truss was taken to Silver Cross Hospital in New Lenox, but died from her injuries at 5:03 a.m., according to the Will County Coroner’s office. Both the victim and alleged gunman sustained multiple gunshot wounds.
Three officers were transported to the hospital with non-life-threatening injuries, Jungles said. Because this is an officer-involved shooting, an outside agency such as the Will-Grundy Major Crimes Task Force, must conduct the investigation for the Joliet Police.
This is the second fatal shooting involving Joliet police this year.
On Feb. 6, Bruce Carter Jr. died after jumping at Det. Aaron Bandy with a boxcutter at Carter’s house in the 200 block of South Des Plaines Street. An investigation by the task force and Will County State’s Attorney James Glasgow determined Bandy was justified in using deadly force against Carter, who had robbed a Joliet bank hours earlier.
