On January 16, 2019 at approximately 11 a.m.Peter E. Dow, 53-years-old from the 3700 block of N. Saint Louis, Chicago, was in his 2000 Jeep Sports Utility Vehicle traveling west on Touhy avenue near Central Avenue.
The victim a 35-year-old male from Chicago was also traveling west on Touhy avenue near Central Avenue in a 1998 Toyota.
Dow alleged the victim pulled in front of him suddenly and stopped. The offender changed lanes and he allegedly the victim’s vehicle then pulled back in front of the offender’s vehicle. The vehicles traveled west on Touhy and both vehicles were stopped at Lehigh for a train. Dow then alleged that the victim exited his vehicle and threatened him .Dow alleged the victim threw a cup of coffee at him and then reentered his vehicle and drove west. Dow followed the victim and eventually cut the victim’s vehicle off in the 6600 block of Milwaukee.
A witness had cellphone video of the incident, which Dow cut the victim off, where both drivers exited their vehicles. It shows Dow aggressively approach the victim with a knife his hand. The victim reentered his vehicle and Dow is on video striking the victim’s driver side window with the knife in hand. A few moments later the victim exits his vehicle and the both begin arguing.
Dow is then observed striking the victim in the face with his forehead. Dow was taken into custody and subsequently charged. The victim declined medical attention.
The charges against Dow are: 720 ILCS 5/12-2-C-1 Aggravated Assault Class A Misdemeanor; 720 ILCS 5/12-3-A-1 Batter – Bodily Harm Class A Misdemeanor. He is scheduled to be in court January 31 at 9 a.m. room 103 of the District 2 Court House, 5600 Old Orchard Road, Skokie, IL.
